The Office of Systems Integration on Monday evening posted the first two RFPs for California’s Child Welfare Services – New System (CWS-NS) project. These RFPs are for the system’s Application Platform Interface (API) and the intake module.

These bids are the first in what officials say will be a series of RFP “modules” supporting an agile development of CWS-NS. Instead of the monolithic, “waterfall”-style approach that’s typical of many large-scale state IT projects, the Department of Social Services hopes a modular approach will make the project less risky and allow participation among multiple vendors.
Officials believe California is the first state to utilize this type of modular approach in the development of a child welfare system.
