Capriglione to Chair New Government Efficiency Committee

State Rep. Giovanni Capriglione, R-98, has been chosen to lead the Delivery of Government Efficiency Committee, a new legislative committee dedicated to eliminating inefficiencies in state programs through waste elimination and technology modernization.

Inspired by the Elon Musk-led federal Department of Government Efficiency (DOGE), the 13-member committee will work alongside the Sunset Advisory Commission, which similarly reviews and evaluates state agency performance.

Capriglione is widely known as a leader in technology within the Texas House, having previously led the House Select Committee on Artificial Intelligence and Emerging Technologies and filing the Texas Responsible Artificial Intelligence Governance Act (TRAIGA), which has yet to receive legislative approval.

The Delivery of Government Efficiency Committee aims to improve government efficiency through emerging technologies such as AI, modernizing existing processes while both innovating and saving.

“Government must innovate, not stagnate,” wrote Capriglione in a LinkedIn post. “By leveraging modern technology, we can do more with less, ensuring every state agency delivers maximum value for every dollar spent. Smarter technology means smarter government — leaner, faster and more efficient. We will also strengthen oversight of government contracting to root out fraud, waste and abuse, holding agencies and contractors accountable for every taxpayer dollar.”

One idea Capriglione has shared related to the committee is the creation of a digital identification program, which could allow for virtual updates and renewals to driver’s licenses. The state representative sponsored a related bill during the 88th legislative session, but it died in committee.

The newly formed committee is expected to hold its first hearings later this month.
