City of Garland Names Justin Fair Chief Information Officer

Fair brings more than two decades of experience in IT and executive leadership, most recently serving as deputy city manager for the city of Goodyear, Ariz.

Justin Fair has been named chief information officer for the city of Garland.

Fair brings more than two decades of experience in IT and executive leadership, most recently serving as deputy city manager for the city of Goodyear, Ariz. Prior to that role, he spent three years as Goodyear’s CIO.


Before his time in city leadership, Fair spent more than nine years at UMC Health System in Lubbock, where he held multiple roles including director of IT infrastructure and clinical systems manager. He also worked at Yuma Regional Medical Center as information security officer and infrastructure supervisor.

Earlier in his career, Fair spent more than seven years at TimeClock Plus, formerly Data Management Inc., where he supported product development and training in the private sector.

Fair holds a Doctor of Education in transformative leadership from Angelo State University and a Master of Business Administration from the University of Phoenix. He is a Certified Information Security Manager and a former president of the West Texas chapter of the Healthcare Information and Management Systems Society.
