Dallas County Requests Electronic Payment Services

The county currently accepts payments from major credit and debit cards, electronic checks, and Automated Clearing House originations.

Dallas County has issued a request for proposals (RFP) for electronic payment services and e-commerce solutions.

The Dallas County Tax Office and Dallas County Treasurer’s Office are seeking electronic payment services from a third-party solution provider to streamline the county’s ability to conduct transactions, manage financial data, provide custom reports, maintain data integrity and ensure Payment Card Industry security compliance. Solution integration into existing operations and interaction with current payment processing and account management systems are also required.

According to the RFP, Dallas County "processes more than 500,000 e-commerce transactions and accepts payments of approximately $2 billion through ACH, credit card and debit card payments each year,” with transaction amounts increasing annually.

The county currently accepts payments from major credit and debit cards, electronic checks (e-checks), and Automated Clearing House (ACH) originations and will consider accepting alternative forms of payment offered by the proposer, such as Apple Pay, PayPal or Venmo.

A single proposer will be responsible for receiving and processing all electronic financial transactions on a daily, monthly and annual basis. According to the request, the proposer is also expected to “furnish and install all applicable software, hardware, equipment, card processing machines/terminals, data lines, cabling, Internet and/or wireless connections, expendable supplies and provide services related to the training including training material, installation and optimization of the system, subsystems and other ancillary devices.”
