DFPS IT Plans for 2024 Include Foster Care System Transformation

DFPS estimates the new system's implementation, which began in June 2023, will wrap up this December and begin serving children in January 2025.

The Department of Family and Protective Services (DFPS) recently released its annual plan for Fiscal Year 2024, which contains insights on the department’s potential upcoming IT procurements.

Published on Jan. 24, the plan includes the department’s intent to completely reform the foster care system into what it refers to as the Texas Child-Centered Care (T3C) system.

According to the document, “to successfully transition to T3C, modifications must be made to IT infrastructure, policy, procedures, contracts, contract monitoring and the process for assessing, matching and placing children under the new modernized system.”

DFPS estimates T3C’s implementation will take approximately 19 months between June 2023 and December 2024.

According to HB 1, the DFPS capital budget includes $12.6 million for “Information Management Protecting Adults and Children in Texas System.”

Winter 2024 will see the development of a statewide electronic tracking system for the department’s kinship program to help track home assessment requests.

The plan also lists prevention and early intervention transition services from DFPS to the Health and Human Services Commission (HHSC) as a FY 2024 initiative, which will see the two agencies collaborate to determine necessary IT activities and needs.
