The Department of Information Resources (DIR) has issued a request for offers (RFO) for law enforcement, surveillance and security monitoring technology products and services.

The agency released a pre-solicitation notice for this request in February.

The successful respondent(s) to the forthcoming RFO will be contracted to provide IT resources to state agencies, local governments and other customers under DIR’s Cooperative Contracts program.

According to the RFO, contracts managed through DIR's Cooperative Contracts program generated more than $9.7 billion in sales in the past three fiscal years. Of that $9.7 billion, $149 million were from multiple law enforcement, surveillance and security monitoring technology products and services contracts.

Products listed in the notice include public safety software/solutions, remote operations equipment, imaging systems, tracking devices, electronic monitoring products, detectors, social media tracking tools, access control systems, simulators and classroom surveillance.

Requested services include data breach monitoring, telematics, identity theft monitoring and other value-added services with an associated product or service.

Custom application development, deliverables-based IT services, cloud broker/assessment services, consulting services and products identified on the State of Texas Prohibited Software/Applications/Developers list are out of scope of this RFO.

More detailed information about RFO No. DIR-CPO-TMP-594, including all submission requirements and requests, can be found online. An optional webinar is scheduled for 2 p.m. July 9. Questions regarding the solicitation are due at 5 p.m. July 14. The deadline for offer submissions is 2 p.m. Aug. 6. Scott Wilson is the point of contact for this RFO.
