DPS Launches New Enterprise Licensing System

The Texas Department of Public Safety (DPS) has launched the initial rollout of a new enterprise licensing system designed to consolidate regulatory licensing, compliance and enforcement functions across multiple programs.

RSD Connect, the new online platform for the department’s Regulatory Services Division, went live Oct. 1 for the License to Carry and Capitol Access Pass programs. The system allows users to apply for or renew a handgun license, check application or license status and manage Capitol Access Pass services online. Handgun licensing instructors can also use the platform to create and manage courses.

The launch is part of a broader effort to create a single licensing platform for the division. DPS has described RSD Connect as its new Enterprise Licensing System, intended to unify the applicant and staff experience across licensing, eligibility, compliance and enforcement and eventually extend across all Regulatory Services Division programs.

DPS records show Deloitte Consulting LLP holds an Enterprise Licensing Platform contract with a maximum value of $58.5 million. The contract began July 14, 2025, and runs through July 13, 2030. DPS materials announcing RSD Connect do not specify Deloitte’s exact role in developing or implementing the platform.

The department began preparing users for the migration in September. DPS stopped accepting new License to Carry applications through the previous texas.gov system after Sept. 12 and stopped accepting supporting documents for existing applications after Sept. 14. Applications were paused while data was transferred to the new system before processing resumed through RSD Connect on Oct. 1.

DPS said applications submitted before the new platform launched will continue to be processed in RSD Connect. The department says the system is intended to provide streamlined application processing and improved access to license and certification status information.

The Regulatory Services Division oversees multiple state-regulated programs and works with other state, federal and local agencies depending on the program. DPS has said RSD Connect is designed to expand beyond the initial License to Carry and Capitol Access Pass rollout as the department continues its licensing modernization effort.
