DPS to Consolidate Legacy Licensing Systems

The Department of Public Safety is seeking an enterprise licensing system that will unify the Regulatory Services Division’s (RSD) major licensing systems and numerous subsequent portals.

The Department of Public Safety (DPS) is moving into the bidding phase of its plan to replace multiple legacy licensing systems under a unified platform.

DPS previously released a request for information for the licensing platform in January.

According to a request for offers (RFO) released by the agency, DPS is seeking an enterprise licensing system that will unify the Regulatory Services Division’s (RSD) major licensing systems and numerous subsequent portals.

The new system must manage the following programs:
  • License to carry
  • Texas metal program
  • Private security
  • Vehicle inspection
  • Capital access pass
  • Ignition interlock device
  • Compassionate use program
  • Texas on-road vehicle emissions testing
  • Precursor chemical and laboratory apparatus
The successful vendor will provide a system that allows information to be exchanged between all listed programs, reduces maintenance overhead and interfaces with systems across all licensing programs.

DPS plans to implement the unified system in phases, starting with license to carry and capital access pass. In the first phase, the system must be scalable, support a single portal, automate manual processes, generate user-specific dashboards, allow for training scheduling, share data across various systems and improve the sharing of information across all programs.

According to HB 1, DPS has $22.5 million in its 2024-25 capital budget for a license to carry and agency licensing platform in its Fiscal Year 2024 budget. It also received $9.4 million for driver’s license technology upgrades.
