DPS Requests Information for Cloud-Based Criminal History System

DPS is looking to consolidate the multiple systems currently used to administer computerized criminal history system functions into a single, cloud-based platform.

The Department of Public Safety (DPS) has issued a request for information (RFI) for a single cloud-based computerized criminal history (CCH) system.

The CCH receives and maintains criminal history record information for arrestees in the state as reported to DPS by local criminal justice agencies throughout Texas and provides background check results to users who make inquiries on the DPS website.

Responses to CCH inquiries can include both automated and nonautomated responses with varying levels of data, some of which may be redacted.

According to the RFI, the CCH system includes “state repositories for criminal history record information with distinct views available for the public, statutorily authorized agency users and vetted criminal justice users; functions which facilitate and record state and national criminal history background check results with access to vetted users and a mechanism to operate a rapback program.”

DPS is looking to consolidate the multiple systems currently used to administer said functions into a single, cloud-based platform, which will render some of the current system’s interfaces redundant.

As listed in the General Appropriations Act, $6.8 million has been allocated in the DPS capital budget in 2024 for the department to acquire “crime records service information technology.” Another $1.4 million was allocated for a “case management and reporting system.”

The department was also previously awarded a $7.5 million Edward Byrne Memorial Justice Assistance Grant by the U.S. Department of Justice for the modernization of computerized criminal history data.
