El Paso Officially Names Carolyn Patrick CIO

Patrick previously assumed the role of interim CIO in early February following the former IT director's promotion.

The city of El Paso has appointed Carolyn Patrick as its new chief information officer.

Patrick previously assumed the role of interim CIO in early February following former IT Director Araceli Guerra’s promotion to deputy city manager.

She joined the city as a project manager in the Department of IT Services in 2012. By 2022, she had worked her way up to deputy CIO, a role she held for two years before her promotion.

Patrick is native to El Paso, according to a city press release, and has a more than two-decade background in IT.

She holds a bachelor’s degree in computer information systems from the University of Texas at El Paso and a master’s degree in computer information resources from Webster University.
