The city of El Paso has issued a request for applications (RFA) on behalf of El Paso Water Utilities (EPWater) for primary depository services.
According to the RFA, EPWater uses Oracle’s PeopleSoft for its ERP system along with Oracle C2M for customer billing and payment posting.
The proposed service must provide an online banking portal. The portal should allow for online reporting that, at a minimum, includes ledger balance, collected balance, one-day float amount, total credits, total debits, detail debits and credits, transaction search capability and export capability to Microsoft Excel.
The banking system portal should also offer wire transfer capabilities, an ACH system for direct deposit of payroll and vendor payments, online banking historical information retention, online banking self-administration, mobile app functionality, authentication for access, an alert/messaging system, an electronic data interchange service and paid check image options.
For collections, EPWater has requested a banking system with remote deposit capture, consumer bill pay processing, a cash vault and returned check processing.
Requested fraud protection services include positive pay and account reconciliation services, automatic stale dating of checks, a “post no checks” feature and ACH positive pay/filter capabilities.
