The Texas Commission on Environmental Quality (TCEQ) is requesting offers from qualified vendors for a lead service line inventory (LSLI) as a software-as-a-service (SaaS) application.

According to the request for offers (RFO), the LSLI application must run on a Department of Information Resources (DIR)-approved cloud platform and “store all lead service line data and provide reporting capabilities required by the U.S. Environmental Protection Agency’s (EPA) Lead and Copper Rule Revisions.”

The scope of work for this request includes providing a cloud-based application that allows public water systems (PWS) to submit lead service line information, enabling quality control review of submitted data by TCEQ, securely storing all submitted information, migrating lead service line summaries to the Safe Drinking Water Information System (SDWIS) and the Drinking Water State Federal Tribal Information Exchange System (DW-SFTIES), and providing training for PWS and TCEQ to use the application.

More detailed information about RFO No. 582-24-50025-A, including all submission requirements and requests, can be found online. A virtual pre-proposal conference will be held at 1:30 p.m. Jan. 23. The deadline for question submission is 2 p.m. Jan. 29. The deadline for proposals is 3 p.m. Feb. 14. Richard Gibson is the point of contact for this RFO.
