ETCOG Picks Civic Marketplace for Cooperative Purchasing Platform

The East Texas Council of Governments (ETCOG) has selected Civic Marketplace as the technology platform for COGWORKS, its cooperative purchasing program for local governments and other eligible public entities.

ETCOG serves a 14-county East Texas region that includes cities, counties, school districts and special districts. Launched in 2021, COGWORKS provides formally competitively bid, multi-award discount bids for participating entities and is available through interlocal agreements at no cost to participating entities. The program is structured to satisfy formal bid-law requirements for purchases above $50,000.

Civic Marketplace operates a public-sector procurement platform built to help agencies find cooperative contracts, connect with pre-vetted suppliers, streamline sourcing and maintain procurement compliance. The company already works with other cooperative purchasing partners, including TXShare.

In an April 28 announcement, ETCOG said Civic Marketplace will support contract visibility, supplier onboarding, entity activation and program analytics for COGWORKS. ETCOG is positioning the platform to expand cooperative purchasing for rural communities, schools and local districts.

Vendors awarded through the COGWORKS program deal directly with participating members for purchases and payments, pay $25 per bid and 3 percent of generated sales, and extend awarded pricing to all current member entities during the 12-month contract term.
