The city of Frisco has issued a request for proposals (RFP) for a computer-aided dispatch and records management system (CAD/RMS) for police and fire.
According to the RFP, as of January 2022, Frisco has a population of more than 214,000 with a compound annual growth rate of 5.7 percent in the past 10 years. The city’s police department is comprised of 275-plus sworn officers and about 129 non-sworn employees.
The CAD/RMS system should include functions for police and fire mobile units, automated vehicle locator, jail booking, jail property, digital evidence and property, uniform crime reporting, National Incident-Based Reporting System integration, video management, case management, fire prevention, fire pre-plans and animal control.
The city is also looking to consolidate and integrate current functionalities, including electronic citations, crash management, incident command, personnel management, training management, field training officer management, internal affairs functions, use-of-force tracking, fleet management, quartermaster functions, inventory management, crime analysis/crime prevention reporting, a citizen crime reporting portal, narcotics investigation case management and gang-tracking capabilities.
Proposers should also make legacy data available in the new system or describe conversion alternatives in their proposals.
Frisco is seeking a vendor offering the services necessary to assess current business processes and workflows, train city staff on the proposed solution, assist with software configuration, develop defined integrations with legacy systems, assist with solution testing and support the overall implementation process.
