The city of Frisco has released a request for proposals (RFP) for an enterprise-level human resources information system (HRIS) with timekeeping functionalities.

The city’s current system is lacking in automation and limits the implementation of more efficient business processes; its replacement must improve decision-making, refine business processes, increase productivity and support increased automation.

The RFP lists the following functional areas as requirements for the requested HRIS: recruiting, talent management, core human resource management, benefits, payroll, time tracking, workforce planning, content/document management, and reporting and analytics.

The solution’s implementation will be completed in two phases to allow for a low-risk replacement of Frisco’s current timekeeping system at the time of its planned decommissioning on Dec. 31, 2025.

More detailed information about RFP No. 2405-098, including all submission requirements and requests, can be found online. Questions regarding this RFP are due to the Frisco Purchasing Department by 4 p.m. Aug. 1. The due date for submissions is 2 p.m. Aug. 8. Steve Cone is the point of contact for this solicitation.
