Health and Human Services Requests EBT Services

The commission previously released a solicitation in January for the cloud migration of Texas' electronic benefit transfer system.

The Health and Human Services Commission (HHSC) has issued a request for offers (RFO) for electronic benefit transfer (EBT) services.

A single successful respondent will be chosen to provide Supplemental Nutrition Assistance Program, Temporary Assistance for Needy Families (TANF) and TANF-State Program benefits to eligible Texas clients.

The chosen contractor must provide the following services: transaction processing, settlement financial management services, card and material production, reporting, administrative applications, call center services, retailer agreements, third-party processor agreements and more.

Customer account data, transaction history, client statuses, transaction processing, material generation and call center services records must all be completely imported into the requested system.

A seamless electronic data interchange between HHSC’s web-based eligibility system and EBT system must be established, and an on-premises physical data warehouse that hosts no less than a seven-year history of EBT system data will be required.

HHSC has also requested the chosen contractor provide a hybrid card option with both a magnetic stripe and an integrated microchip with at least minimum industry standard storage.
