The Texas Health and Human Services Commission (HHSC) has issued a request for offers (RFO) on behalf of the state’s supported living centers and state hospitals for a food service management software (FSMS) solution.

The agency is seeking either a software-as-a-solution option, a vendor-hosted solution or a Texas data center services hosted-and-managed solution.

HHSC’s current solution, a third-party hosted commercial off-the-shelf software, has been in use since the 1980s.

The FSMS must be scalable, integrated, configurable to meet HHSC’s business needs and allow the use of the existing HHSC content database. The solution also requires data integration, single sign-on compatibility, an intuitive user interface and compliance with the Health Insurance Portability and Accountability Act (HIPAA).

Functional and technical training for administrators and end users is also required.

More detailed information about RFO No. HHS0013790, including all submission requirements and requests, can be found online. An optional pre-proposal conference is scheduled for 10:30 a.m. Sept. 30. Questions are due by 3 p.m. Oct. 2. The deadline for proposals is 10:30 a.m. Oct. 23. Mario Gutierrez is the point of contact for this RFO.
