Health and Human Services Seeks Random Moment Time Study System

The requested system will collect quarterly statewide time studies using a federally approved statistical sampling technique to measure time performing either direct medical services or administrative activities.

The Health and Human Services Commission (HHSC) is searching for a single contractor to provide a random moment time study (RMTS) system.

According to a request for offers (RFO) released by the agency, HHSC requires a cloud-based, software-as-a-service system that can “assist HHSC in obtaining reimbursements for Medicaid Administrative Claiming (MAC) Services, integrate with the Provider Finance Reporting System (PFRS) and support other state and federally funded programs.”

The requested RMTS system will collect quarterly statewide time studies using a federally approved, statistical sampling technique to measure time performing either direct medical services or administrative activities from participants in four distinct programs:
  • Early childhood intervention
  • Independent school districts
  • Local health districts
  • Mental health/intellectual and developmental disability

The system must use a sampling process that is fully automated, with a confidence level of 95 percent. It must also track statewide response rates and ensure the overall compliance level is at least 85 percent.

Participants and designated RMTS contacts must be notified by an automated electronic notice if participants have not completed the sampled moment after 24- and 48-hour intervals.

The chosen contractor also must provide testing, training and production environments for the provided system.
