The Texas Health and Human Services Commission (HHSC) is exploring options for modernizing its Regulatory Automation System.

According to the agency’s request for information (RFI), HHSC seeks vendors that can provide, implement and support systems capable of managing a broad range of regulatory tasks, including licensing, compliance, enforcement and education.

The agency is particularly interested in solutions that enhance infrastructure modernization, workflow optimization, user experience, and automation. Specific technical goals include improved security, artificial intelligence integration, analytics, modular design and 99.99 percent system uptime.

Respondents are asked to describe how their system supports core business functions such as application processing, license management, investigations, inspections, financial operations and reporting. The RFI also requests details on capabilities like intelligent document handling, real-time analytics, and customer-facing portals.

Additional guidance in the RFI seeks insight into recent advancements in regulatory technology, particularly in sectors like public health, environmental safety and consumer protection. Respondents are also encouraged to describe professional services for implementation, data migration and support.

More detailed information about RFI No. HHS0016584, including all submission requirements and requests, can be found online. HHSC is not taking questions related to this solicitation. The deadline for proposals is 2 p.m. Oct. 8. Shawn LynCook is the point of contact for this RFI.
