The Texas Health and Human Services Commission (HHSC) is soliciting bids to support and maintain its primary disease surveillance software platform, ESSENCE, which is used to track public health threats across the state.
The commission's invitation for bids (IFB) calls for software and support services tied to the Enhanced Surveillance System for the Early Notification of Community Epidemics (ESSENCE). The selected vendor will be responsible for maintaining and updating the application, which is used by the Department of State Health Services to analyze patient encounter data and identify emerging health trends across the state.
According to the solicitation, the ESSENCE platform enables real-time monitoring of data such as patient chief complaints, which can provide early warnings for community-level outbreaks. The vendor will be required to provide not only software licensing but also installation, updates, defect remediation and enhancements to the existing system.
Key tasks outlined in the scope of work include updating population numbers, integrating new geographic layers for mapping functions and revising data categories and queries. The vendor will also help with SQL query support, build analytical cubes for operational efficiency and maintain the system’s API.
