TDLR previously issued a pre-solicitation notice for the systems replacement in June. In the agency’s strategic plan, the legacy systems replacement project is named as TDLR’s top priority.
The 88th Legislature appropriated $32.9 million for the replacement project.
According to a request for offers (RFO) released by the agency, TDLR requires a comprehensive, cloud-based licensing and regulatory software solution to consolidate legacy systems into a single system.
TDLR is seeking a system with increased automation, a single self-service portal and an enhanced mobile experience that can be integrated with external systems.
The agency handles approximately 40 regulatory programs and supplies 200 license types, all of which are supported by a variety of licensing systems installed over the past two decades. Of the eight core systems in need of modernization, all but one is to be replaced:
- Texas Umbrella Licensing Information Project (TULIP)
- Versa – Micropact
- Industrialized Housing and Building (IHB) Program
- Weather Modification (WXM)
- Texas Online Occupational Licensing (TOOLS)
- Texas Architectural Barriers (TABS)
- Jurisdiction Online (JO) Permitting and Portal
