The Texas Office of Court Administration has brought on Frank Barker as its new chief information officer, taking on the oversight of technology services for the Supreme Court of Texas, the Court of Criminal Appeals, 15 intermediate appellate courts and five judicial branch agencies.
Barker began the role in January, according to his LinkedIn profile. He succeeds Casey Kennedy, who has retired from state service after 15 years as CIO and later joined Mission Critical Partners as a project manager.
Barker brings about 30 years of technology experience to the role. His public-sector background includes more than 11 years at the Employees Retirement System of Texas, where he most recently served as assistant director of information systems, as well as earlier service as manager of platform engineering at the Texas Department of Public Safety.
His broader career includes private-sector and nonprofit roles at Aspen Properties and the American Cancer Society, along with earlier field support positions at Parallel Computing and OST. His LinkedIn profile also notes service in data systems with the U.S. Marine Corps.
Based in Austin, Barker’s experience includes infrastructure, platform engineering, business continuity and cybersecurity.
