Secretary of State Names Layla Young New CIO

Texas Higher Education Coordinating Board (THECB) CIO Layla Young has left the agency to become chief information officer for the Office of the Texas Secretary of State.

Young served as THECB CIO from December 2023 through March 2026. Before that, she was the board’s director of technology operations and support and application development.

“It has been an absolute pleasure and honor to lead a great team of IT professionals who help manage and advance technology and cybersecurity at this agency,” Young wrote in a LinkedIn post. “THECB fulfills a wonderful mission to help people advance their education and work toward achieving meaningful certificates and degrees.”

Prior to joining the coordinating board, Young spent nearly eight years at the Texas Department of Insurance. Her roles there included director of software development, IT development manager and programmer.

Her background in state government technology includes oversight of software development, application support, modernization planning and procurement-related work. Her LinkedIn profile says she has led engineering teams, supported agile delivery efforts and participated in statement-of-work development and vendor evaluation.

Young holds a bachelor’s degree in biochemistry from the University of Texas at Austin. Her listed certifications include Microsoft Certified: Azure Fundamentals, Certified Agile Practitioner Scrum Master and ITIL Foundations.
