State Rep. Capriglione Named President of Texas Blockchain Council

State Rep. Giovanni Capriglione, R-98, has been appointed president of the Texas Blockchain Council, marking a shift toward industry leadership as he serves the remainder of his final term in the Texas House.

Capriglione, who announced last year that he would not seek re-election, is set to conclude his seventh and final term representing House District 98 in January 2027.

He shared news of his new role on LinkedIn, describing the council as “nationally recognized for advancing understanding of blockchain, digital assets and the infrastructure behind them.”

The Texas Blockchain Council is a nonprofit industry association that advocates for the development of blockchain technologies, digital assets and related policy in Texas. Capriglione succeeds founding president Lee Bratcher, with whom he said he has collaborated since the group’s early days.

This appointment comes as Capriglione continues to hold influential positions in state government. In early 2025, he was named chair of the newly created Delivery of Government Efficiency Committee, a 13-member legislative body tasked with reducing inefficiencies in state programs through technology modernization and waste elimination. The committee works alongside the Sunset Advisory Commission to explore innovations such as digital identification programs and oversight improvements in state contracting.

Capriglione’s legislative focus on emerging technologies has been a defining aspect of his time in office. He previously chaired the House Select Committee on Artificial Intelligence and Emerging Technologies and sponsored legislation including the Texas Responsible Artificial Intelligence Governance Act. In his final session, he was involved in five tech-related bills that were signed into law, including measures to establish the Texas Cyber Command and the Texas Strategic Bitcoin Reserve.

The council has stated its aim to position Texas as a preferred jurisdiction for digital assets, bitcoin mining, emerging technologies and energy infrastructure. Capriglione’s appointment is expected to expand the group’s reach across both the public and private sectors.

“I’ve hit the ground running and look forward to staying in touch and working even more closely with many of you,” Capriglione wrote in his post. “Texas is already a national leader in technology and digital infrastructure, and I’m excited to help advance that position.”
