Texas HHS IT Budget Director Announces Retirement

Dorothy Sinclair, IT budget director for Texas Health and Human Services, will retire in August after nearly 36 years in Texas state government.

Sinclair announced on LinkedIn that her final working day will be Aug. 13. In her current role, she oversees a $2 billion biennial IT budget supporting programs at the Department of State Health Services and the Health and Human Services Commission.

She has spent more than 18 years with the health and human services system, serving in leadership roles focused on IT budgeting, business operations, procurement, financial reporting and major technology projects.

Earlier in her career, Sinclair held financial and budget positions at the Texas Commission on Environmental Quality and predecessor state procurement and general services agencies.

“After almost 36 years with the state working at three separate agencies, I’m happy to share I’m officially trading budgets, LARs and project documents for relaxation,” Sinclair wrote in her announcement. “I’ve worked with some great supervisors, mentors and colleagues over the years and will miss the work I have done for the great state of Texas.”

The agency posted a director of IT budget and workforce optimization position in April, which has since closed. No successor had been publicly announced as of publication.
