TWC Deputy CIO Names Fraud Detection as Major Point of Interest

Deputy CIO Judy Sandberg hinted at three new fraud detection projects that were presented to the TWC governance board in September.

Texas Workforce Commission (TWC) Deputy CIO Judy Sandberg, who is responsible for IT planning and project management, named fraud detection and compliance monitoring as a major focus point for the agency at an Industry Insider — Texas briefing on Sept. 29.

According to Sandberg, the commission presented three new projects to the TWC governance board in September.

“We’ve recently been awarded a couple of federal grants to help us with those broad projects,” said Sandberg. “So a big focus for us is making sure that we can help our fraud detection and compliance monitoring unit with that.”

The deputy CIO specifically mentioned unemployment insurance (UI) fraud detection as a particular focus area for TWC.

“Since the pandemic, we want to broaden that to an enterprisewide view of all the public facing applications or websites to make sure that we’re protecting all our applications or looking out for fraud and all those situations,” said Sandberg.

Fraud detection was the subject of a legislative proposal made by TWC for the 88th Texas Legislature earlier this year.

The proposal included potential amendments to the Texas Labor Code regarding ID verification, confidentiality of fraud detection and prevention information, bank freeze authority for fraud, prohibition on filing new UI claims until repayment, increasing UI fraud penalties, fraud provisions for identity theft, modifying the definition of last work for initial claims, expanding participation in claimant re-employment services and child labor violation penalties.

In addition to its fraud detection efforts, TWC’s IT leadership also spoke about what the agency looks for in a partner and other upcoming projects on the docket at the Industry Insider — Texas briefing last month.
