TxDOT's $3.5B Funding Increase Includes Big Tech Spending

The appropriations for the state agency include a combined $120 million for data center consolidation; ongoing modernization is also funded.

The Texas Legislature has sent the General Appropriations Act to the state comptroller for certification. Once the $321.3 billion budget is certified by the comptroller’s office, it will head to the governor’s office to be signed.

As it stands, the biennial state budget allocates more than $18.5 billion in 2024 and 2025 to the Texas Department of Transportation (TxDOT), which is about a $3.5 billion increase.

Funding for information resources and technology includes:

  • Data center consolidation, $60 million for 2024 and $60.2 million for 2025
  • Information and systems modernization, $38.9 million and $36.2 million.
  • Cybersecurity initiatives, $20.5 million and $21.2 million
  • Total for Centralized Accounting and Payroll/Personnel System (CAPPS), $14 million and $10.2 million
  • Enterprise information management, $12.4 million and $11.8 million
  • Mainframe — legacy modernization, $8.5 million and $7 million
  • PC replacement, $4.9 million and $5.1 million

The supplemental budget, which will cover additional spending for the 2022-2023 biennium, has also been submitted for certification and contains $1.6 million for TxDOT’s data center services. The money will be added to funds appropriated in the 87th Legislature and should be available Sept. 1. Supplemental funding is in part from state surplus and American Rescue Plan Act (ARPA) funds.

Of note: TxDOT generates its own revenue, according to Executive Director Daniel Avitia, who spoke at a November Industry Insider event.
