The California State Lottery is seeking a senior cloud architect, and the California Department of Technology is recruiting for a project director.

Two departments in state government are recruiting for tech expertise.

The California State Lottery is seeking a senior cloud architect (IT Specialist III) to work within the organization to “bridge the strategic intent and practical technical application,” according to the job posting. The architect “serves as the key adviser to management on formulating IT strategy, policy and governance for Lottery cloud architecture, technology innovation and modernization projects to link strategic goals and innovation.”

Responsibilities of the position, according to the duty statement, include:
  • Leads, plans and organizes cloud architecture solutions to meet the strategic needs of the Lottery to bridge strategic intent and practical application across multiple domains. Provides mastery-level expertise in the design and development of cloud infrastructure solutions; communicates cloud management requirements to the cloud architects and cloud support teams; evaluates and selects appropriate cloud technology, tools and metrics.
  • Architects, designs, implements and maintains system architecture across multiple platforms to best align technology solutions with business strategies. Analyzes and recommends new and emerging IT technologies with a focus on cloud architecture to meet enterprise objectives to align with strategic organizational goals.
  • Collaborates with ITSD team members to develop and implement key strategic IT initiatives, including innovation and optimization opportunities. Researches and determines enterprise system design changes and change requirements needed to drive targeted business outcomes by understanding business drivers and business capabilities from both current and future states.
  • Establishes and maintains effective liaison with all levels of the Lottery management team and staff, other state and public agencies, and established Lottery vendor community. Other job-related duties as assigned such as but are not limited to: performing in a project lead capacity, developing/maintaining various documentation, performing advisory and consulting services, etc.

Desirable qualifications for the role, according to the posting, include:
  • 10+ years of experience spanning at least two IT disciplines including technical architecture, network engineering, application development, and data center management or operations.
  • Extensive experience in architecting, documenting, migrating and deploying on-premises and cloud-based infrastructure and solutions.
  • Expert knowledge and practical application experience working in advanced software-defined networking concepts, cloud computing and platform-as-a-service methodology.
  • Hands-on technical subject matter expert with the ability to propose, present and influence infrastructure and architectural design ideas to executives and technical management.
  • Solid understanding of and ability to speak authoritatively to security principles in areas such as network, systems, virtualization, cloud technologies, application development, databases and access control.
  • Strong leadership skills to facilitate the development, implementation and maintenance of enterprise technology systems and design.
  • Ability to produce technical enterprise-level architectural design outputs.

The position has a monthly salary range of $8,488 to $11,375, and the application deadline is Feb. 4.

The California Department of Technology (CDT) is recruiting for a project director (IT Manager I) to oversee IT projects that are defined as “high priority” by CDT guidelines, which are based on the risk categories of strategic risk, financial risk, project management risk and/or technology risk.

“Assignments will involve large size to enterprise projects needed for continued operation of state business processes, tight time constraints, several interfaces with existing systems, proficient experience with the technology architecture, and/or high visibility,” the job posting says. “The IT Mgr I will typically be responsible for concurrent management of multiple projects. The IT Mgr I is intimately involved in planning processes relative to the analysis and investigation of information processing systems and may be actively involved in cost control functions as it relates to projects.”

Desirable qualifications, according to the job posting and duty statement, include:
  • Knowledge of project management concepts, principles, practices and processes prescribed by the Project Management Body of Knowledge (PMBOK).
  • Experience with project management charters, WBS, plans, schedules, risk and issue analysis.
  • Previous experience managing large-size enterprise projects of high risk and visibility.
  • Previous experience managing projects that establish new IT service offerings.
  • Knowledge of IT Systems Development Life Cycle work processes.
  • Knowledge of CDT platforms, telecommunications network and CDT service offerings.
  • Knowledge of IT Infrastructure Library (ITIL) methodologies depending upon area of specialty.
  • Experience with budget and cost recovery analysis.
  • Experience with contracts and procurements.

The position has a monthly salary range of $8,381 to $11,231, and the application deadline is Feb. 7.
