Of the more than 40 budget change proposals (BCPs) submitted to the Legislature on April 1, these ones mentioned or requested funding for technology projects:
- The Department of Managed Health Care is asking for $1.1 million for IT consultants to support the implementation of a licensing requirement for pharmacy benefit managers. These consultants would build on existing efforts to update systems impacted by the licensing changes. The department’s Office of Technology and Innovation is also seeking more than $400,000 in the next three fiscal years for licensing for the department’s Enterprise Software Platforms and Power BI Premium in relation to the project.
- The Department of Motor Vehicles is seeking a reappropriation of $32.3 million for the Digital eXperience Project (DXP). The department canceled its system integrator contract for the vehicle registration phase of the project at the end of 2025, and needs this reappropriation for the phase’s support contracts.
- The California Environmental Protection Agency (CalEPA) is seeking funding for its ongoing administrative consolidation efforts. While much of this work won’t involve IT specifically, the BCP does mention that the agency plans to expand ServiceNow modules and use the platform to build a new acquisition tracking database. CalEPA also aims to “leverage data collection to pinpoint areas for improvement, streamlining processes and eliminating inefficiencies.”
- The Department of Health Care Access and Information (HCAI) is requesting $1.5 million to expand the Data Exchange Framework (DxF). This request is in response to Senate Bill 660, passed in 2025, which puts HCAI in charge of DxF, requires more entities to sign data-sharing agreements and more. HCAI plans to use the funds to hire new staff, create new regulations and develop systems to support enforcement.
- The California Department of Transportation (Caltrans) is asking for budget adjustments for several previously authorized programs, including reappropriating up to $8.7 million to continue implementation of the Enterprise Data Governance Technology Solution.
