In this case, the IT Spec I will work under a Security Monitoring and Intelligence Supervisor II (IT Sup II) as an SOC member and a “high-level technical security specialist.” He or she will carry out “Tier 2/1 SOC duties as needed as part of the security detection, analysis and response team to provide critical protection” of CDT and state IT assets. Whoever is hired will also take part in “incident response activities as required as a member of the IT Security Incident Response Team,” according to the job posting.
More specifically, the new hire will develop and maintain a working knowledge of relevant IT infrastructure and technologies under SOC protection and of applicable state, federal and industry regulations and best practices for information security. He or she must “develop and maintain working-level knowledge of the IT threat landscape, risk management processes and technologies, multiple operating systems, network architecture and protocols, and a full picture of IT security technologies.” Desirable qualifications include:
- Experience in a cybersecurity/information security post, including doing “security vulnerability assessment, security event analysis, security incident response, security technology (firewall, anti-virus, web security, data loss prevention) administration, security policy maintenance.”
- A bachelor’s degree in science, business and/or security.
- GIAC or security certification relative to cyber defense, incident response, penetration testing or security management.
- The ability to apply cybersecurity and privacy principles to organizational requirements, “(relevant to confidentiality, integrity, availability, authentication, nonrepudiation).”
- The ability to interpret the information collected by network tools.
- Knowledge of cyber threats and vulnerabilities.
The California Department of Motor Vehicles is seeking an IT Spec I to work at its Sacramento headquarters under general supervision of the Project and Portfolio Management Unit, Information Technology Supervisor II, as a project specialist in the project management team. The successful candidate will be charged with “managing IT projects that cover the project management (PM) knowledge areas and all phases of the software development life cycles (SDLC),” according to the job posting.
The new specialist will support state PM practices by ensuring assigned projects get tracked and monitored; do “complex analytical studies and IT projects and solutions including the coordination, development, and support of the execution of enterprisewide IT projects and portfolio reporting;” and lead project phases and SDLC following state policies and processes. Desirable qualifications include:
- Project Management Professional Certification from the Project Management Institute.

The California High-Speed Rail Authority is seeking an IT Spec I to serve as a senior IT quality assurance analyst in Sacramento County. The successful candidate must be “an expert technical resource responsible for improving overall quality assurance outcomes through the planning, control and execution of testing to delivery of high-quality applications to customers.” The person selected will work with developers, business analysts and business users to understand application requirements and functionality, including on “planning, designing and executing appropriate test cases.”
Job duties will fall in four areas, with the preponderance in application development and testing. These include:
- Participate in solution analysis, design, configuration and implementation of custom/software-as-a-service/commercial off-the-shelf applications to meet the authority’s business needs.
- Develop, execute, maintain overall testing strategies, test plans, test scenarios and test cases based on product requirements.
- Develop, execute, maintain test scripts for regression testing of applications.
- Develop and maintain test documentation in compliance with state IT standards and best practices.
- Assist with identification, creation and maintenance of test data; assist with setup and maintenance of test environments for testing.
