California Air Resources Board (CARB)

The California Air Resources Board, under the California Environmental Protection Agency, is seeking a chief technology officer (CTO) to help steer the organization’s technological vision and innovation strategy. Based in Sacramento, this full-time executive role sits within the Office of Information Services and reports directly to the chief information officer. The CTO is charged with ensuring CARB’s technical infrastructure is modern, scalable and aligned with both immediate operational needs and long-term mission priorities.

Key responsibilities include overseeing software development, modernizing legacy systems, advancing automation and cloud adoption, and guiding technical teams through agile practices. The CTO will also evaluate emerging technologies, work with vendors and partners, and ensure critical IT systems and deliverables meet statewide standards and organizational expectations.

Desirable qualifications include:
  • Deep understanding of enterprise architecture, cloud computing, cybersecurity, data governance and software development life cycles
  • Experience with modernizing legacy systems, integrating emerging technologies (e.g., AI/ML, IoT) and implementing DevOps and agile methodologies
  • Familiarity with California state government IT standards, compliance and procurement processes
  • Demonstrated ability to develop and execute a long-term technology strategy aligned with organizational goals

Public Employees Retirement System (CalPERS)
Assistant Division Chief (IT Manager II)

CalPERS is seeking an IT Manager II to serve as assistant division chief within its Information Security Office, leading the Governance, Risk and Compliance; HIPAA and Privacy; and Security Awareness programs. Reporting directly to the chief information security officer, this role is central to safeguarding the organization’s data, systems and business processes against cyber threats, privacy risks and regulatory obligations.

The manager will provide day-to-day oversight of enterprise risk management, security governance, privacy assurance and awareness initiatives, ensuring these efforts align with CalPERS’ strategic objectives. Supervising two IT Manager I leaders, the role emphasizes building an effective, business-supporting team focused on policy, compliance, audit readiness and risk-based decision-making.

Key responsibilities include advising the CISO on security and privacy standards, overseeing policy and control framework development, coordinating responses to audits and regulatory inquiries, and supporting incident response and continuity planning from a governance perspective.

Desirable qualifications include:
  • Demonstrated experience leading governance, risk and compliance programs within a complex or regulated environment
  • Experience overseeing or supporting policy management, third-party/vendor risk management, Health Insurance Portability and Accountability Act (HIPAA) and privacy compliance, and security awareness initiatives
  • Strong understanding of risk management frameworks, regulatory requirements, and audit or assurance practices
  • Proven ability to collaborate across divisions and communicate risk, compliance and security requirements to technical and nontechnical audiences
  • Leadership experience managing teams and influencing outcomes at the executive and enterprise level
