CDT Extends Deadline for Chief Enterprise Architect Hiring

The California Department of Technology is continuing its recruitment for the key, longstanding executive staff position.

California continues its quest to fill a key information technology position, one that reports to the state’s deputy chief information officer.

The California Department of Technology (CDT) is seeking candidates to fill the role of state chief enterprise architect (SCEA), a long-standing position held in the past by state IT veterans such as Financial Information System for California Chief Deputy Director Subbarao Mupparaju and former Judicial Council Enterprise Architect Ben Word, who is now retired. It’s a career executive assignment and the state has extended the application deadline by a little more than a month.

The SCEA works under the direction of CDT Chief Deputy Director and Deputy State Chief Information Officer Jared Johnson and will be charged with leading the use of newer trends in enterprise architecture (EA), in support of business digitalization and innovation, with the aim of achieving the statewide goals set out in the California Statewide Strategic Plan (Vision 2023) and similar plans. The candidate ultimately chosen will also spearhead the development, maintenance, communication and implementation of statewide enterprise architecture strategy, governance and policies, according to the job posting, to develop architecture plans and models that drive the design and the delivery of digital services. They will work across the state executive branch to lead and coordinate all aspects of the state’s EA practice, including business, information, solutions and technical architecture, in alignment with security. The new SCEA will also drive enterprise architecture for CDT, supporting the department’s dual role of control entity and service provider, and will be a member of CDT executive staff.

Responsibilities of the role include:
  • Leading work to baseline California’s existing digital services, set a vision and road map, and identifying digital services that no longer meet needs and working with the entities that own them to stand up an architecture plan for their transformation.
  • Developing, maintaining and implementing the policies, governance frameworks and operating models needed to facilitate digital service transformation across the executive branch.
  • Working with business, tech and industry execs, enterprise architects and control agencies to set statewide EA frameworks and policies.
  • Giving input on proposed new legislation that could strengthen the use of shared services and information statewide, for the functionality, efficiency and appropriate adoption of best practices and emerging technologies.
  • Building the EA practice into an external management consultancy that can offer the services and skills to support developing and executing on business strategy.
  • Advising Johnson, CDT Director and state CIO Liana Bailey-Crimmins and the Information Technology Executive Council on statewide policy decisions that could affect statewide and CDT EA strategy, standards, direction and alignment.
  • Working with executives, enterprise architects from other departments, control agencies and EA professional organizations to set statewide policies that affect the enterprise architecture of CDT and its customers.
The position has a monthly salary range of $11,102 to $13,226, and the application deadline is Sept. 8.
