The chief project officer (CPO), who also serves as deputy director of the Office of Statewide Project Delivery, leads CDT’s statewide IT project approval and oversight functions. Reporting to the chief deputy director/deputy state CIO, the CPO helps California state agencies plan and deliver successful IT projects and related procurements, so technology investments align with statewide priorities and provide value to the public.

The position requires deep knowledge of government operations, public administration, and the legislative and executive branches, along with a strong record of managing large, complex IT initiatives. The CPO must demonstrate expert project management, leadership, problem-solving, independent judgment, and communication skills, while effectively guiding teams, managing resources and handling multiple priorities under pressure.

Key duties include developing and implementing statewide IT project approval and oversight policies, monitoring agency project portfolios, assessing risks, and coordinating with control agencies to resolve major project or funding issues.

Desirable qualifications for this position include (as written in the job posting):
  • Knowledge of the structure and operations of government and expertise in public administration including the roles, responsibilities and processes of both the Legislature and the executive branch.
  • Ability to successfully deliver large-scale, complex IT projects and initiatives and demonstrate comprehensive understanding of effective project management methods and best practices. 
  • Ability to manage multiple priorities and perform effectively under pressure to meet critical deadlines.
  • Strong leadership skills are essential, including the ability to develop and guide high performing teams, manage enterprise-level programs, solve complex multifaceted problems, and apply effective personnel and resource management practices to achieve measurable outcomes.
  • Strong communication skills and the ability to build and maintain collaborative working relationships are essential.
