Departments in state government are recruiting for key openings in technology, including a chief information officer, a chief GIS architect, a vendor performance analyst and a section chief.

The Department of Finance is seeking a chief information officer (Career Executive Assignment) to manage the Information Services Unit. According to the job posting: “The CIO ensures that the departmental IT systems and hardware are available and fully operational when departmental staff need to use them.”

In addition, the CIO provides leadership, consultation, and policy direction for statewide as well as departmental IT systems and projects; serves as an expert adviser to the departmental Information Services Committee (executive staff); and plans, organizes, and directs the work of the Information Services Unit.

Duties of the role include long-term strategic planning, application development and maintenance, systems analysis and support, user and technical support services, telecommunication systems (phone, email and Internet), as well as the development and support of the Microsoft O365 service and communication links to the California Department of Technology (CDT), California Office of Emergency Services and Multi-State Information Sharing and Analysis Center.

The California Department of Forestry and Fire Protection (CAL FIRE) is recruiting for a chief GIS architect (IT Specialist III) to provide technical expertise, leadership, strategy and innovation within the Technology Division and across CAL FIRE. The incumbent is an expert in geographic information systems, particularly the Esri ArcGIS suite of products.

Specific duties, according to the job posting and duty statement, include:
  • Lead the most complex GIS projects.
  • Serve as a solution architect and subject matter expert for all GIS-related aspects of these projects.
  • Develop maps, feature services, view layers, scenes, story maps, surveys, notebooks, analysis, dashboards, insights, and other GIS-related assets.
  • Work with program stakeholders to define requirements, and guide programs to the most efficient solutions and use of GIS.
  • Identify opportunities to use GIS to advance CAL FIRE’s mission and achieve its strategic goals.

The Department of Health Care Services (DHCS) is recruiting for a vendor performance analyst (IT Specialist II) to oversee and manage the performance of vendors to ensure they meet or exceed contractual obligations and service-level agreements.

“This role involves developing performance metrics, conducting regular evaluations, and fostering strong relationships with vendors to drive continuous improvement and operational excellence,” the job posting says. “This position requires extensive knowledge of IT vendor management practices to ensure that vendors are performing as expected and aligned with DHCS' IT strategy.”

Applicants must submit a statement of qualifications addressing “any experience you have in creating or improving performance metrics to better evaluate vendor effectiveness. If you do not have this experience, discuss how you would go about learning to develop and refine performance metrics in this role.”

Desirable qualifications for this position include the following:

  • Experience with project management and contract management can help in overseeing vendor performance improvement initiatives and ensuring the projects stay on track
  • Understanding best practices in vendor management, including performance metrics, contract management, and risk assessment
  • The ability to address and resolve performance issues or discrepancies with vendors is vital in maintaining effective vendor relationships

The Department of FI$Cal (Financial Information System for California) is seeking a chief (IT Supervisor II) to manage the Contracts Section, overseeing complex and sensitive vendor accountability and coordinating with other divisions, department staff, managers, leaders and oversight agencies to resolve contract-related issues.

Desirable qualifications for this role, according to the job posting, include:
  • State IT contract and procurement management methodologies, fundamentals, and procedures
  • Knowledge and experience with the acquisition life cycle, and experience and knowledge of agile methodology
  • Experience interpreting and working with the California Statewide Information Management Manual, California State Administrative Manual, California State Contracting Manual, California Public Contract Code, and the California Government Code
  • Experience resolving with contractors, functional managers and/or contract managers and managing IT consulting contracts
  • Experience as a lead and/or supervisor
