The Department of Toxic Substances Control (DTSC) is recruiting for the role of deputy chief information officer (IT Manager II) to “plan, organize and direct multidisciplinary teams of IT professionals and manage the workload and resources through subordinate managers and leads.”

According to the job posting, the deputy CIO’s responsibilities include these: “Under the direction of the CIO, deliver a clear technology vision, providing strategy and direction to Enterprise Security and Infrastructure Services branch by setting goals, expectations, encouraging leadership, teamwork, collaboration and transparency and motivating staff at all levels.” In addition, duties include direction and oversight of daily operations and production services, including change control, change management, fiscal management, contract management, operations management, resource management and talent management.”

California Correctional Health Care Services is recruiting for a chief support executive (Career Executive Assignment) to serve as the operational policy adviser to the chief executive officer and to be directly or indirectly responsible for allied health services, plant operations, fiscal services, budgets, contracts and procurement.

The chief support executive “will also serve as the CEO’s liaison with institution, regional, and/or headquarters human resources and IT/information systems staff,” the job posting says. Desirable qualifications, according to the posting, include: “Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures, and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the legislative and executive branches; analyze complex problems and recommend effective courses of action; prepare and review reports; and effectively contribute to the department’s or agency’s equal employment opportunity objectives.”

The California Department of Motor Vehicles is seeking an applications manager (IT Manager I) for a telework hybrid role, supporting internal and inter-departmental projects that interface with its core business applications.

“The incumbent is responsible for workforce and succession planning, IT budgeting and procurement and strategic planning,” the job posting says. The manager’s group is responsible for gathering business requirements to design systems; develop technical specifications; and program, test, and implement new applications and/or services and enhancements to existing systems. The incumbent will serve as an applications manager and contract manager.

The California State Lottery is seeking an IT strategy, policy and business services manager (IT Manager I) to set enterprise processes and standards; formulate future long-range vision and objectives; align and review implementation; and ensure conformance with organizational policies and objectives.

According to the job posting, the manager is responsible for overseeing technical specialists and a supervisor who provide IT consulting services in the IT disciplines of IT contracting and acquisitions; IT budget and cost management services; IT strategy, policy, audits and intake; and IT business and configuration services including IT procurement and purchasing, IT asset management and configuration, and IT administration and personnel services.

Desirable qualifications include:
  • Expert knowledge of time-management techniques to provide for efficient prioritization and completion of competing work assignments for self and subordinate staff.
  • Excellent interpersonal and customer service skills with the ability to adjust to changing priorities and quickly respond to urgent matters.
  • Extensive experience in IT procurement and acquisitions, IT budget and cost management, and administration operations.
  • Extensive experience in IT strategic planning, policy, and audits practices.
  • Experience and knowledge in IT project management best practices, including the management and oversight of critical projects and efforts to ensure efficient and effective delivery of unique IT products, services and systems.
