Departments Recruiting for Procurement Manager, Branch Chief

The positions require familiarity with business intelligence, vendor management, change management and agile project management.

Two departments in state government have opened recruiting for key positions in technology.

The California Department of Technology is seeking candidates for a business technology procurement manager (IT manager I) to supervise a professional team whose members provide “essential business information, analytical and systems support for the internal business applications systems and business system end users,” the job posting says.

The manager “reviews business requirements that are complex, reviews technical studies and surveys, and provides technology expertise on the development of non-delegated IT and telecommunications projects” for the state of California in accordance with the Project Approval Lifecycle framework.

Desirable qualifications, according to the posting and duty statement, include:
  • Creativity in business and technical concepts, alternatives, design and IT development methods used to solve business problems; ability to analyze the context of situations and draw valid conclusions.
  • Strong background in the development and analysis of IT systems requirements using established professional practices.
  • Expert knowledge of the IT project acquisition and approval processes, procedures, policies and change initiatives.
  • Extensive experience preparing written reports and presentations, and presenting technical information in plain language, both orally and in writing.
  • Extensive experience and knowledge in software system engineering and architecture in applications such as Microsoft Power Apps, ServiceNow, Javascript, Adobe, SharePoint, and Office 365.
  • Broad experience managing vendors and validating vendor reporting.
  • Capable of working independently as well as cooperatively with others on complex assignments and maintaining effective working relationships.
  • A general understanding or experience with the Project Approval Lifecycle process, and a general understanding of and experience with IT and telecom project procurement methodologies and fundamentals.

The position has a monthly salary range of $8,381 to $11,231, and the application deadline is Aug. 3.

The Department of Health Care Services is recruiting for a chief (IT manager II) of the department’s Business Intelligence Branch (BIB).

“The BIB chief oversees the department’s business intelligence efforts to improve business performance and to support decisions at every level of the DHCS enterprise from strategy to implementation,” the job posting says. “The primary responsibilities are enterprise oversight of business intelligence products, such as data visualization using interactive dashboards, geographic information systems (GIS) mapping, automation of Excel interfaces of static reports, and development of reporting measures for data being used within DHCS.”

Desirable qualifications for the position, according to the posting and the duty statement, include:
  • Knowledge of health-care programs and the state’s Medi-Cal program and health delivery systems.
  • Knowledge of state budget and financial management processes.
  • Knowledge of the Health Insurance Portability and Accountability Act (HIPAA).
  • Knowledge of health IT and interoperability.
  • Ability to work successfully with people at high levels of government.
  • Skills to analyze complex program implementation problems and develop effective courses of action to solve them.
  • Skills to serve as a leader in implementing statewide health-care transformation pertaining to health system interoperability between health-care providers, organizations, and governmental entities.
  • Skills in organization change management and agile project management.
