California Correctional Health Care Services (CCHCS) is seeking a director, information technology, a career executive assignment (CEA). The position was previously held by Cheryl Larson, who held the post of chief information officer simultaneously and retired in July. The candidate selected will join the executive management team and work under the administrative direction of the receiver and the undersecretary.
According to the job posting, the IT director takes part in strategic and operational governance processes and provides vision and leadership for developing and implementing IT initiatives. Located at headquarters in Elk Grove, the director leads planning and implementation of enterprise IT in support of business operations, with the aim to improve cost effectiveness, service quality and business development. The job is responsible for all aspects of IT and systems, as well as continuous delivery of IT services through oversight of service-level agreements with end users and monitoring of IT system performance. The director directs management of the implementation, maintenance and ongoing product support of the Electronic Health Records System (EHRS) project.
Functions of the position include:
- 30 percent leading IT strategic, policy and operational planning including leading the Enterprise IT Governance committee to achieve business goals by fostering innovation, prioritizing IT initiatives and coordinating the evaluation, deployment and management of current and future IT systems across the organization.
- 20 percent establishing IT goals, objectives, policies and operating procedures that meet the needs of multiple internal and outside entities such as the privacy office, business lines, federal courts, state control and the California Department of Corrections and Rehabilitation.
- 20 percent establishing and communicating policies and standards for acquiring, implementing and operating IT systems; directing management of the ongoing maintenance of the third-party contract solution(s); directing managing of the EHRS product support team; and ensuring EHRS availability, performance, security and stability business needs are met.
- Knowledge of the organization and functions of California state government including the Legislature and executive branch; principles, practices and trends of public administration, organization and management; techniques of organizing and motivating groups; program development and evaluation; and methods of administrative problem solving. The role also calls for knowledge of principles and practices of policy formulation and development; personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives and a manager’s role in the Equal Employment Opportunity Program.
- The ability to plan, organize and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; and gain the confidence and support of top-level administrators and advise them on a wide range of administrative matters. In a readvertisement released Monday, the California Department of Human Resources is seeking a data manager (IT Manager I) to work under the chief information officer and be the point of contact for data management support across CalHR. The State Compensation Insurance Fund seeks an enterprise security manager (IT Supervisor II) to lead staff in the implementation and execution of the compliance aspects of State Fund’s enterprise security.

- Maintaining information security specific standards and sub-policies, in partnership with IT, to ensure deployment of desired controls throughout the environment, i.e., secure systems development life cycle.
- Establishing a uniform process for mitigating risk and overseeing non-vendor risk assessments within the established service-level agreement.
- A track record of leadership roles, showcasing the ability to lead, guide, train, nurture, monitor and motivate teams.
- Proficient knowledge of IT security standards, particularly Certified Information Systems Auditor (CISA) and Certified Information Systems Manager (CISM) certifications.
- CISA, CISM, or Certified Information Systems Security Professional certifications are a plus.
- Exceptional written and verbal communication skills.
- Proven ability delivering presentations to senior management and executive audiences.
