Departments Seek Candidates for Portfolio Manager, CISO and Chief Roles

The recruitments are being done by the Office of Technology and Solutions Integration and the California departments of Education and Transportation.

State departments are recruiting for several key IT positions.

The California Health and Human Services Agency’s Office of Technology and Solutions Integration (OTSI) is seeking a chief (IT Manager II) to lead the Financial and Contract Management Unit for the office. The unit is working on “a highly complex and large-scale interdepartmental IT project” valued at over $1 billion, the California Healthcare Eligibility, Enrollment, and Retention System (CalHEERS).

Desirable qualifications, according to the job posting, include:
  • Extensive experience with IT project management, IT contract and vendor management, and quality management methodologies and best practices as they relate to highly complex and large-scale interdepartmental technology projects.
  • Extensive experience ensuring compliance with state-level policies and procedures relating to the procurement of large-scale technology solutions.
  • Experience developing and managing enterprise-level technology policies and procedures.
  • Experience with IT project fiscal and budget expenditures, the state budget cycle and developing state and federal budget documents.
  • Extensive knowledge of the State Contracting Manual and State Administrative Manual policy and applicability of state and federal rules and regulations for technology procurement.

The California Department of Education (CDE) is recruiting for a chief information security officer (IT Manager I) to oversee the Information Security and Privacy Office (ISPO), which is responsible for CDE’s information security program.

The ISPO ensures compliance with departmental and state security policies, identifies and remediates security gaps and coordinates incident response and disaster recovery. Duties of the CISO position, according to the job posting, include:
  • Personnel-related duties such as staff recruitment, performance, evaluation, training and corrective actions.
  • Ensure the ISPO is proactively monitoring information security-related products and services for signs of potential suspicious or malicious activity at CDE headquarters and remote sites and take appropriate remediation steps if necessary.
  • Ensure that the ISPO is providing immediate response to all alerts from information security-related products and services and coordinate problem evaluation and proper remediation steps.
  • Develop, maintain and organize regular testing of CDE’s incident response and disaster recovery plans.

The California Department of Transportation (Caltrans) is seeking an IT strategic portfolio manager (IT Specialist III) to “navigate and lead change in an innovative environment” and work to align technology solutions with strategic objectives.

“The incumbent is a horizontal role demonstrating strategic technical leadership, influence and expertise to support and deliver best-practice solutions to Caltrans,” the job posting says. “The incumbent is an expert-level adviser and is a critical part of the extended IT leadership team, participating in strategy development, implementing the department’s IT strategic plan, overseeing IT strategic actions and executive strategic initiatives and managing IT special projects.”
