Departments Seek Candidates for Tech Leadership Roles

The Department of Finance is recruiting to fill two manager roles, and the Department of Health Care Services is seeking to fill two section chief positions.

Two state government entities are recruiting managerial candidates with tech skills to fill leadership positions.

The Department of Finance (DOF) is recruiting for a manager (IT Manager II) to plan, counsel, lead and organize the work of the Client Services staff and team. This includes ensuring compliance with service-level agreements and adhering to standard processes and procedures; overseeing procurement and administrative functions; training staff; providing updates toward strategic objectives (i.e., upgrading laptops, desktops, mobile devices, etc.) to executive management, stakeholders, and business partners; and managing day-to-day operations, according to the job posting.

In addition, the manager will oversee in-depth analysis of troubleshooting and solving complex technical issues; and manage, renew and negotiate IT software and hardware contracts such as the Microsoft Office 365 E5 subscription, Verizon VoIP and Adobe DC Pro enterprise contracts.

Desirable qualifications include:

DOF’s other role in recruitment is for a manager (IT Manager II) of the Enterprise Architecture team, overseeing procurement and administrative functions. The manager trains staff; oversees long- and short-term functions; provides updates toward strategic objectives (i.e., upgrading MS 365 accounts, Active Directory, cloud-based network accounts, etc.) to executive management, stakeholders, and business partners; and manages day-to-day operations.

Desirable qualifications for the position, according to the job posting, include:
  • Knowledge of the state’s budget and legislative process
  • Administrative experience in addressing personnel matters
  • Ability to demonstrate leadership in managing, mentoring and developing staff
  • Knowledge of the state’s IT policies and practices, including project approval and oversight

The Department of Health Care Services (DHCS) is seeking a chief (IT Manager I) to oversee the Data Strategy and Support Section and to serve as an advocate for the Enterprise Data Management Strategy (EDMS).

The chief “administers policy and supports staff with projects and efforts related to the exchange and integration of data,” according to the job posting. “Tasks include collaboration with DHCS stakeholders, internal and external, in order to support the department’s efforts in the proper exchange and handling of data.” In addition, the chief is responsible for directing and supervising staff in duties related to the EDMS such as data modeling, documentation of data flow diagrams and data structure design.

The chief also “will oversee efforts to support the department’s alignment with the Centers for Medicaid and Medicare (CMS) Interoperability and Patient Access Final Rule, in conjunction with Enterprise Technology Services (ETS) staff, so that Medi-Cal beneficiaries may securely access their medical information and obtain provider details.”

DHCS is also seeking a chief (IT Manager I) for the Workflow Automation Development Services Section, to be responsible for the implementation, maintenance and operations of ServiceNow, the cloud computing platform used by ETS to manage business-oriented digital workflows for the department.
