Departments Seek Leadership, Specialty Candidates

Recruitments are ongoing by the Department of Human Resources, the Department of Social Services and the Department of Motor Vehicles.

State agencies are seeking to fill positions including an executive, a specialist and a manager.

The California Department of Human Resources (CalHR) is recruiting for a chief information security officer (IT Manager I) who will also serve as the CISO for the State Personnel Board (SPB). The incumbent will be “responsible and accountable for the department’s information security and privacy programs that safeguard CalHR’s (IT) infrastructure and minimize cybersecurity threats against its network, systems, solutions and data,” the job posting says.

“This role also oversees the adoption, and implementation of regulations, laws, policies, frameworks, controls, standards, processes and procedures related to information security across CalHR and SPB,” the job posting says. “In addition, the incumbent supervises and mentors the information security team.”

CalHR is responsible for issues related to employee salaries and benefits, job classifications, civil rights, training, exams, recruitment and retention.

Desirable qualifications for this role include:
  • Experience developing security policies and procedures, policy on disaster recovery plans and operational recovery plans
  • Knowledge of the California Office of Information Security and Privacy Protections principles, practices and policies
  • Knowledge of the National Institute of Standards and Technology (NIST) 800-53 framework
  • Communicate clearly to groups with varying levels of IT knowledge
  • One or more of the reputable certifications: Certified Information Systems Security Professional (CISSP), Certified Information Security Manager (CISM), Security+, Certified Information Systems Auditor (CISA), and Certified Internal Auditor (CIA).

The California Department of Social Services (CDSS) is seeking an application development manager (IT Manager I) to work with a team that supports custom applications and solutions developed using .Net framework, Java, Microsoft Dynamics CRM, SQL Server or similar technologies.

“The position also manages all new and ongoing cloud initiatives for the department related to assigned projects,” the job posting notes. The incumbent “manages new and ongoing data pipeline, business intelligence solutions, and big data analytical solutions,” ensures alignment with CDSS goals and directives, and works with control agencies to comply with state requirements.

In addition, according to the job posting and duty statement, the manager supervises three specialists and two supervisors. And the incumbent represents the Information Systems Division when interacting and communicating with various programs, agencies and funding agencies.

“The position must possess excellent management, technical, analytical, verbal and written communication skills,” the posting says.

The role has a monthly salary range of $8,591 to $11,512, and the application deadline is Dec. 8.

The California Department of Motor Vehicles is seeking a product architect (IT Specialist III) to be “part of a dynamic team that serves in the Driver’s License Identification (DL/ID) Product Section.”

“The incumbent acts as the technical manager and/or lead and solution and/or application architect,” the job posting says. “The incumbent is responsible for architecture, design, application development, documentation, managing backlogs and releases for IT projects, and efforts impacting the section. Additionally, the incumbent possesses a wide and deep practical technical knowledge base, which includes emerging ‘cutting-edge’ technologies. The incumbent is recognized as an industry expert in their area of specialization, exhibits a mastery level of team leadership qualities, and plays a major part in formulating technological strategy and policy.”

The position has functions related to “the product architecture, development, operation and maintenance of software systems including user research, user-centric design, development or configuration, testing, and implementation.”
