The bureau director of the California Department of Justice’s Application Development Bureau is a Career Executive Assignment position responsible for planning, organizing and directing application development and data services across three major system branches.

Reporting to the California Justice Information Services Division IT assistant chief, the director oversees about 250 employees and 145 consultants and directly supervises three information technology manager IIs and an executive assistant.

The position leads day-to-day bureau operations, establishes long-range IT plans and policies, manages resource allocation and software procurement and helps negotiate contracts for technology equipment, software, maintenance and supplies.

The director also prepares budget estimates, represents the bureau before department leadership, state control agencies and system users and develops partnerships with internal and external technology organizations.

On the technical side, the director oversees application design, development, testing, implementation and support while driving improvements in system stability, maturity and development practices.

The role is also responsible for application outage response, change and incident management procedures and maintaining awareness of the department’s hardware, software and communications systems. The director may also act for the division’s IT assistant chief and could be assigned responsibilities involving local law enforcement activities during a regional or statewide emergency.
