Key Departments Recruiting for Executive, Management Roles

The agencies seeking applicants include the California Department of Technology, the California Public Employees’ Retirement System and the California Governor’s Office of Emergency Services.

Three major departments within state government are recruiting for executive leadership positions.

The California Department of Technology (CDT) is seeking a modernization and transformation chief (career executive assignment) in the Office of Enterprise Technology (OET) to serve as a member of the department’s executive staff and “provide strategic leadership, direction, guidance and oversight.”

The chief “is responsible for overseeing OET’s modernization and transformation efforts and identifying near-term infrastructure and platform stability risks, and consulting with departments through iterative transformations to stabilize their services and move towards more flexible and scalable architecture,” according to the job posting. “The modernization and transformation chief will work with key stakeholders to identify at-risk IT systems at departments statewide and identify the best course of action for modernizing, transforming and stabilizing their legacy IT systems.”

In addition, the chief engages with other departments, with responsibilities including forging strong partnerships with chief information officers, agency information officers, agency secretaries and undersecretaries, directors, executives and customer departments “to modernize, transform and stabilize legacy IT systems and reduce risk to mission-critical services.”

CDT is also recruiting for a project manager (IT Manager I) to perform project management functions as “either a dedicated PM or as a project management adviser/consultant in order to facilitate the successful delivery and completion of projects.”

“The projects may vary in size, complexity and duration and may include multiyear IT projects of a complex and sensitive nature involving large expenditures,” the job posting says. Applicants are asked to relate their experience with management of large or complex statewide projects and with leading digital transformation efforts.

Desirable skills and experience include:
  • Broad and extensive knowledge of project management concepts, principles, practices and processes prescribed by the Project Management Body of Knowledge (PMBOK) and the California Project Management Framework (CA-PMF);
  • Ability to develop and maintain project management artifacts, documents and plans including, but not limited to: schedules, risk and issue analysis, and work processes used in the IT project life cycle;
  • Possession of the Project Management Professional (PMP) certificate by the Project Management Institute (PMI) is desired;
  • Extensive project management experience applying the principles, methods, techniques and tools for developing, scheduling, coordinating and managing projects and resources, including integration, scope, time, cost, quality, human resources, communications, risk and procurement management;
  • Extensive knowledge of principles of IT project management, approval and oversight processes for IT projects, and the System Development Life Cycle;
  • Ability to evaluate situations from multiple perspectives (customers, stakeholders, vendors, best practices) in order to manage projects effectively;
  • Extensive experience in developing and implementing IT project management solutions, including methodologies, processes, decision frameworks and toolkits to manage high-criticality projects in a diverse and changing highly political program.

The California Public Employees Retirement System (CalPERS) is recruiting for a chief information security officer (career executive assignment) to “provide direction and policy guidance to the Information Security Office, the Information Technology Services Branch (ITSB), and the CalPERS enterprise.”

The chief information security officer (CISO) is a position that requires excellent skills in communication, time management, research and information-gathering and strong leadership, according to the job posting. Additional desirable qualifications include:

  • Minimum of seven to 10 years of experience in a combination of risk management, information security and IT jobs (at least five must be in a senior leadership role).
  • Excellent written and verbal communication skills, interpersonal and collaborative skills, and the ability to communicate information security and risk-related concepts to technical and nontechnical audiences at various hierarchical levels, ranging from board members to technical specialists.
  • Knowledge and understanding of relevant legal and regulatory requirements, such as: Health Insurance Portability and Accountability Act (HIPAA) and Payment Card Industry Data Security Standard.
  • Project management skills: financial/budget management, scheduling and resource management.
  • Knowledge of common information security management frameworks, such as International Standard Organization/International Electrotechnical Commission (ISO/IEC) 27001, Control Objectives for Information and Related Technology (COBIT) as well as those from the National Institute of Standards and Technology (NIST), including 800-53 and Cybersecurity Framework.
  • Professional security management certification is desirable, such as Certified Information Systems Security Professional, Certified Information Security Manager, Certified Information Systems Auditor or other similar credentials.

CalPERS is also recruiting for an enterprise analytics and data services manager (IT Manager I). According to the job posting, duties include:
  • Manages and assists in the development of CalPERS analytics and business intelligence strategies, frameworks and standards to ensure proper delivery of information assets.
  • Effectively communicates and translates complex technical concepts to all CalPERS business areas.
  • Oversees the administration of CalPERS’ analytics and business intelligence environment.
  • Ensures that projects comply with CalPERS ITSB direction and Business Intelligence/Data Management Committee decisions.
  • Participates in enterprise data management at CalPERS.
  • Prepares budget estimates.
  • Oversees vendor selection and consultant/contract management.
  • Responsible for recruiting, hiring, developing and retaining a competent professional staff.

The California Governor’s Office of Emergency Services (Cal OES) is recruiting for an Enterprise Technology Services branch chief (IT Manager II) who will provide leadership to the Client Services Division, the Administration Division and the Infrastructure team.

The branch chief “has broad authority for developing, recommending and directing IT strategic directives, strategies, policies, procedures and operational changes that enable the identification and alignment of client services, administration and infrastructure activities, projects and services within Cal OES’ current and future needs to prepare for, respond to and recover from disasters,” the job posting states. “The position is responsible for managing, organizing, directing and coordinating highly complex activities related to the support of mission-critical and highly sensitive projects and applications.”

Desirable qualifications include:
  • Demonstrated ability to establish and maintain effective and beneficial relationships on behalf of the Governor’s Office of Emergency Services with state, local and federal governments and the vendor community, as it relates to information technology.
  • Ability to communicate effectively with others as demonstrated by strong written and verbal communication skills, strong negotiating skills, and particularly the ability to represent the Governor’s Office of Emergency Services effectively with the other agencies, Legislature, key customers, stakeholders and internal staff.
  • Experience in obtaining buy-in and providing leadership to a large group of multidisciplinary team members that do not report directly to the incumbent.
  • Knowledge of the structure, organization and function of a variety of technology disciplines as well as local, state and federal initiatives and programs.
  • Ability to anticipate and manage complex issues affecting many organizations, including the ability to develop policy and integrate all aspects of a strategy to assure resolution of issues.
