The city of Los Angeles’ Office of Contract Compliance has issued a request for proposals to modernize its paper-based content management/customer relationship management services system.
That system is used to issue “business certification services to promote opportunities for disadvantaged, minority, women, small, disabled veterans, local and LGBTQ+ business owners,” the RFP reads.
Only vendors who have been awarded a Master Service Agreement under the Content Manager/Customer Relationship Management Area of Qualification are eligible to bid.
The current process relies on paper applications, and the office is looking to have it shifted to an “online application portal on the public-facing Regional Alliance Marketplace for Procurement (RAMP) website.”
In addition to the move away from paper, the specifications for that portal include data integration and auto-population, document upload capabilities, user interface and modal controls, and attestation and electronic signatures, among other features.
That work would also include the creation of back-end tools to review, approve and track the applications within the Los Angeles Procurement Opportunity Portal and Salesforce.
The requirements for that integration include role-based access controls, workflow stage management, record generation and export capabilities and automated vendor notifications, among others.
The deadline to respond to the solicitation is Nov. 24, with vendor selection slated for Jan. 25, 2027.
Questions about the solicitation can be submitted via Google Form, and must be submitted by 2 p.m. Nov. 10. Responses to those questions will be posted on the RAMP portal.
