Newsom Names Two Technologists to Key ODI Roles

Robert Koji Kumpulainien has been named deputy director for service innovation in the Office of Data and Innovation. Jarrett Krumrei has been named ODI's lead product manager. Both have been recognized for their previous work in the California Department of Technology.

Gov. Gavin Newsom’s office has announced that the state Office of Data and Innovation (ODI) has brought in two technology professionals from the California Department of Technology (CDT).

Robert Koji Kumpulainien has been promoted to the role of ODI deputy director of service innovation, the governor’s office announcedFriday. Kumpulainien, a resident of Fair Oaks in the Sacramento area, had served as state web services manager for CDT since 2023. Before that, he was CDT’s web consulting manager from 2020 to 2023. Previously, he had held multiple positions with the Franchise Tax Board from 2010 to 2020, including IT supervisor, senior information systems analyst and information systems analyst.

Kumpulainien has been recognized for his work while with CDT. He was part of the Web Services team that won a CDT Ovation Award in 2022, and he was among the winners of a California IT Leadership Award at the California Public Sector Academy in March. He earned a Bachelor of Science degree in management information systems from California State University, Sacramento.

The governor’s office also announced that Jarrett Krumrei of Sacramento has been appointed lead product manager. Krumrei is also joining ODI from CDT, where he most recently served as manager of planning and product management and where he previously served as senior product lead from 2021 to 2023. Before that, Krumrei had been senior product operations specialist at Block, product operations specialist at Stride Health and partner operations specialist at Google.

Krumrei has also won recognition for his work with CDT. As part of its Digital ID team, Krumrei won a CDT Ovation Award in 2022. He earned a Bachelor of Arts degree in business economics and psychology from the University of California, Santa Barbara.

ODI is part of the California Government Operations Agency.
