The California Department of Social Services (CDSS) is after more than $16 million in one-time funding this budget cycle to develop, implement and maintain a new Facility Management System (FMS).
The request comes from an agency budget change proposal (BCP), which is subject to the budgeting process between the governor and Legislature.
The replacement of eight legacy systems used by the department’s Community Care and Licensing Division (CCLD) within a modern platform is driving this particular budget change proposal, with CDSS highlighting the need to staff the project with funding for 17 positions for at least another year.
The FMS focuses on the licensing of care facilities, not the management of physical locations, as its name might imply. The division is responsible for a number of activities around licensing and compliance, including background checks and applicant screening, staffing and health regulations, and more.
According to the document, implementation of the system began in 2025-26, with an expected completion within 24 months. Maintenance and operations would continue for one year beyond the completion date.
“The new, comprehensive system will enhance internal controls and expand functionality to drive greater efficiency through the use of business rules, workflow automation, customer self-service and robust support for core operations.”
Of the larger pot of $16 million, $13.5 million would be used for system contractors, while the remaining $2.5 million would be used to fund “one permanent position and the equivalent of 16 positions.”
“Securing these resources is critical to maintaining project momentum, retaining experienced staff and vendors, and preventing costly delays,” the BCP reads. “The successful deployment of the FMS is essential to improving operational efficiency and safeguarding the health and safety of individuals served by CCLD-regulated facilities.”
There are 76 technology-focused BCPs for all agencies and departments in the 2026-27 budget year, totaling more than $881 million, with the largest request — $145.5 million — made by the Employment Development Department (EDD) for its EDDNext modernization project.
The second largest request — $136.7 million — was made by the Franchise Tax Board for the second phase of its Enterprise Data to Revenue project.
