Exploring the 2026 Budget Change Proposals (January)

Here is our annual compilation of all IT-related budget change proposals from California state agencies, including a sortable and searchable table.

State agencies have so far filed 76 IT-related funding requests with the Legislature, totaling $881 million.

Those numbers are relatively flat from last year, when agencies filed 68 IT-related budget change proposals (BCPs) totaling $884 million.

The largest BCP this year comes from the Employment Development Department (EDD), which is in the midst of its massive EDDNext modernization project focused on improving customer and employee experience. EDD is requesting $145.5 million for the project for fiscal year 2026-27.

The second-largest request comes from the Franchise Tax Board (FTB), which is looking to wrap up Phase 2 of its Enterprise Data to Revenue project. FTB is asking for $136.7 million total, spread across years through FY 2031.

Other big-ticket projects include:
  • $94.1 million for the Department of Motor Vehicles (DMV)’s Digital eXperience Platform (DXP) project
  • $74 million for the Department of Food and Agriculture’s Farm to School (F2S) program; this runs through FY 2029 and only some of the request — such as the need for a customer relationship management system — covers IT
  • $56 million for DMV’s State-to-State Verification System (S2S) project

Methodology notes:
  • The list is current as of Jan. 21, 2026.
  • Some BCPs marked as containing IT components were left off the list for not being sufficiently IT-related.
  • Similarly, some BCPs that were marked as not containing IT components were included in the list if they did involve significant technology work. This was a judgment call on the part of Industry Insider — California staff.
  • All BCPs from the Department of Technology were included by default.
  • Where a BCP requested funding for multiple years or from multiple funds, the dollar amounts have been combined into a single grand total.
  • No capital outlay requests were included on this list.
