The California Public Utilities Commission (PUC) is recruiting for a chief technology officer (IT Manager II) to serve as key adviser to the IT directorate for policy decisions on desktop, server, storage and backup hardware and software, security, applications and software standards; communication networks; Internet standards; equipment acquisition, installation and maintenance; and statewide technology for CPUC facilities.

Responsibilities of the position, according to the job posting, include:
  • Develop strategic planning policy for IT infrastructure systems statewide, and work with headquarter programs and external agencies to provide guidance to staff working on IT projects.
  • Develop, implement and monitor innovative customer service and support strategies to meet departmental business needs.
  • Develop and implement strategies to ensure division employees are trained to meet IT challenges and exceed customer expectations.
  • Represent the department with the Office of the CIO/Office of Technology Services, the Legislative Analyst’s Office and the Department of General Services on department infrastructure and telecommunication matters.
  • Establish and maintain department policies related to computing infrastructure required to meet current and future department business needs. Additionally, develop policies, standards and best-use business practices for networking, operations, systems, applications, security, endpoint personal computing devices, office automation and computer facilities.
  • Advise and/or act for the CIO on all IT matters and respond to inquiries from legislators, public agencies and the private sector.

The California Department of Technology is seeking a state data services manager (IT Manager II) to lead “a dynamic team responsible for developing, maintaining and supporting web and cloud-based technologies, such as the Open Data portal, and assists in strategic data initiatives led by the state chief data officer,” according to the job posting.

“Operating under the deputy chief technology innovation officer’s direction, the manager oversees complex statewide data information systems, programs and services,” the posting says. Responsibilities include increasing data access and sharing, reducing data duplication and costs, establishing centers of excellence, promoting public outreach, and enhancing collaboration.

Desirable qualifications for the role include:
  • Proven master-level comprehension of enterprise data platforms, technologies and architectures as they relate to the deployment of web-based solutions. Must have a thorough knowledge and understanding of balancing technical complexities with executive needs.
  • Ability to represent and advocate policy and perspective to members of the state Legislature, their staff, legislative committee staff, the Governor’s Office, the Department of Finance, Joint Legislative Budget Committee, and other individuals involved in the legislative process.
  • Proven experience developing and implementing initiatives, standards, policies and best practices for the creation, maintenance and effective application of high-quality, authoritative data technology.
  • Strong understanding of open data principles, including a broad awareness of industry, national and international trends.
  • Master-level knowledge of the role of open data in performance improvement.
  • Master-level knowledge of data visualizations and data-focused storytelling.
  • Strong understanding of APIs and modern technology approaches relating to open data.

The California Department of Transportation (Caltrans) is seeking a network management architect (IT Specialist III) to act as the technical expert adviser to management for the Infrastructure Management Division and supporting Caltrans enterprise network and Traffic Operations network.

According to the job posting, the architect role includes the following responsibilities:

The State Controller’s Office (SCO) is recruiting for a Project Management Office chief (IT Manager I) to guide the development and execution of the project management plans to assist the California State Payroll System (CSPS) project manager in managing the project and ensure its success. The chief is responsible for managing all staff within the work stream, including state and vendor resources.

Desirable qualifications for the position, according to the job posting and duty statement, include:
