State, Local Governments Recruiting for Key IT Positions

The entities are seeking a web developer, an IT manager, a release manager and an IT specialist.

Three key departments in state government and a California county are recruiting to fill some key IT positions.

The California Department of Technology (CDT) seeks an IT manager II to work under the deputy chief project officer of Project Approvals and Oversight (PAO) and to manage the staff.

The manager “provides guidance to state IT project managers, chief information officers, agency information officers, departmental executives, control agencies, the governor’s office and the Legislature on actions to ensure project success,” the job posting notes. “The incumbent also contributes to the development or change of state policy concerning IT projects.”

Responsibilities of the position, with the approximate percentage of time devoted to each, include:

  • Manages professional staff; assigns and prioritizes workload; reviews and approves completed work products; and provides guidance and direction to staff regarding complex and sensitive technical issues concerning project and funding proposals and statewide IT project management and project performance. (40 percent)
  • Participates with staff in sensitive IT meetings/hearings within the department, with the customer department and control agencies, the Legislative Analyst’s Office and the Legislature. (20 percent)
  • Day-to-day management, including developing plans to accomplish the Office of Statewide Project Delivery’s goals and objectives in accordance with organizational mission and strategic goals, and support and advocate management’s philosophy, policies and procedures. (20 percent)
  • Consults with the deputy director and other CDT staff on the significant, sensitive and controversial IT proposals and issues being evaluated and assessments being conducted. (15 percent)
  • Additional functions as needed. (5 percent)

The California Department of Tax and Fee Administration (CDTFA) is recruiting for an IT specialist II to take primary responsibility for the implementation, administration and analysis of the most complex network infrastructure and security systems and act as the department’s highest-level technical expert for enterprisewide network systems and infrastructure components.

The specialist is responsible for network maintenance and operations and software and hardware configurations to ensure the availability, performance and security of the enterprise network systems. “Other duties include network and network security design and review, research of network infrastructure and security technologies and trends, the most complex network and security event analysis, remediation, and reporting, and managing change and trouble tickets with vendors,” the job posting notes. The position has a monthly salary range of $7,700 to $10,318, and the recruitment will be ongoing until the position is filled.

The state Franchise Tax Board is recruiting for a release manager (IT specialist I) “to coordinate activities for the successful deployment of IT applications, services and upgrades to production environments,” the job posting says.

“In this role, the incumbent will work closely with enterprise representatives from multiple technical and business areas to successfully plan, monitor, deploy and communicate the status of high profile and critical change orders,” the posting says. Responsibilities of the position include:

  • Ability to work both independently and in a team environment while demonstrating initiative, integrity, ownership and accountability.
  • Ability to proactively take initiative and use tact and good judgment when facilitating and coordinating multiple teams in the deployment of application code into the production environment.
  • Ability to establish and maintain positive effective working relationships with all levels of staff, peers and customers to resolve problems and issues.
  • Ability to organize, prepare and communicate information clearly and objectively to all levels of staff and customers.
  • Ability to be flexible and effectively work under pressure by successfully organizing diverse workloads, managing multiple priorities and determining strategies to complete work and meet deadlines in an environment of change.
  • Ability to identify risks and manage issues that arise in the course of IT releases and to plan and monitor IT release schedules, including identifying critical path tasks along with related milestones, dependencies and predecessors.

The city/county of San Francisco is seeking a senior web developer for the Digital Services Housing Team, which includes product managers, designers, developers, researchers, service designers and content strategists.

“As a member of the Digital Services Housing Team, you will work with the part of the Mayor’s Office of Housing and Community Development that administers a variety of below-market housing programs, both for rental and ownership units,” the job posting says. “Candidates must have strong skills in front-end web development and experience with back-end development. They must also be ready to quickly get to work within a multidisciplinary team.”

Responsibilities of the position include:
  • Improve and maintain the current affordable housing application service.
  • Participate in re-implementing the front end in React.
  • Take pride of ownership in all projects you touch and leave code better than you found it. Contribute to documentation, tests, style fixes, accessibility, performance, security, etc.
  • Participate in prototyping, feature prioritization, scrum meetings, code review and architecture discussions.
  • Deliver well-tested projects that are easy to deploy, update and monitor by ensuring the tooling for this is present early in the project development cycle.
  • Build web applications that are mobile-first and accessible from the start.
  • Maintain a production system, including occasional support outside of business hours.

The position has an annual salary range of $127,452 to $160,316.
