State Parks, Technology Departments Seeking Candidates for Key Roles

The California Department of Parks and Recreation is recruiting for a chief information officer who will also serve as IT director, and the California Department of Technology is seeking a project director.

Two large departments in state government are recruiting for key leadership positions in technology.

The California Department of Parks and Recreation (DPR) is recruiting for a chief information officer (Career Executive Assignment) who will also serve as the director of the department’s IT Services Division.

Areas of responsibility for the CIO include IT Security and Privacy Services; IT Administration, Project and Procurement Management; IT Core Services, which encompass IT Customer Support Services; Law Enforcement and Emergency Services Division IT Services; Application, Web and Data Services; and IT Infrastructure Services.

The CIO/division director “is the highest level of IT authority within DPR and has broad authorization for formulating and implementing IT policies and practices which have significant impact on DPR programs,” the job posting says. The incumbent “is responsible for the development of the departmental IT strategic direction, technology operations, digital transformation initiatives, and technology recovery plans and programs that support and align with the business goals and objectives of the DPR.”

Desirable qualifications for the role, which allows for hybrid work, include:
  • Experience formulating, implementing and evaluating IT initiatives and policies.
  • Experience at the managerial level in strategic planning and performance management, including experience with benchmarking and organizational development.
  • Strong leadership and management team experience demonstrating an ability to create a clear vision, set goals and expectations, motivate initiatives at all levels, and exercise sound judgment in developing and managing IT systems in support of departmental mission, vision and goals.
  • Demonstrated extensive IT governance experience including knowledge of project management and IT portfolio management practices.
  • Experience at the managerial level in establishing collaborative relationships internally and externally, and resolving disagreements between and/or among multiple stakeholders at various levels.

The California Department of Technology (CDT) is seeking a project director (IT Manager I) to oversee IT projects that are defined as “high priority” by guidelines based on the categories of strategic risk, financial risk, project management risk and/or technology risk.

“Assignments will involve large-size to enterprise projects needed for continued operation of state business processes, tight time constraints, several interfaces with existing systems, proficient experience with the technology architecture, and/or high visibility,” the job posting says. The incumbent “will typically be responsible for concurrent management of multiple projects” and “is intimately involved in planning processes relative to the analysis and investigation of information processing systems and may be actively involved in cost control functions as it relates to projects.”

The posting’s long list of desirable qualifications includes:
  • Strong working knowledge of project management concepts, principles, practices, and processes prescribed by the Project Management Body of Knowledge (PMBOK).
  • Experience with project management charters, WBS, plans, schedules, risk, and issue analysis.
  • Experience managing large enterprise projects of high risk and visibility and projects that establish new IT service offerings.
  • Experience and/or knowledge of IT project portfolio management concepts, principles, practices, and processes; knowledge of IT Systems Development Life Cycle work processes; and knowledge of CDT platforms, telecommunications network and CDT service offerings.
  • Knowledge of IT Infrastructure Library (ITIL) methodologies; experience with budget and cost recovery analysis; and experience with contracts and procurements.
