The chief information security officer serves as the executive authority for cybersecurity at the State Treasurer’s Office (STO), reporting to the chief information officer. The role is responsible for establishing and governing the enterprise cybersecurity vision, policies, standards and long-term strategy to protect the confidentiality, integrity and availability of STO information assets. The CISO advises executive leadership on cybersecurity risks, investments and emerging threats, ensuring security governance is fully integrated into business operations, technology procurement, system design and program planning.

The position leads enterprise risk management and compliance efforts, developing and overseeing a comprehensive cybersecurity risk framework aligned with statewide policies, federal and state laws, and recognized standards such as the National Institute of Standards and Technology and SAM/SIMM. The CISO also establishes security architecture standards and governance for vulnerability management, incident response, threat intelligence, and secure configuration of enterprise systems and security platforms.

The incumbent will collaborate with internal divisions, external partners and statewide organizations; serve as the primary point of contact for public records requests within IT; and deliver risk briefings and strategic recommendations to inform departmentwide cybersecurity decision-making.

California Health and Human Services Agency, Office of Technology and Solutions Integration
Deputy Director, Benefit and Enrollment Technology Support Division

The deputy director of the Benefit and Enrollment Technology Support Division serves as an executive leader under the Office of Technology and Solutions Integration (OTSI). This position provides strategic vision and policy direction for a portfolio of human services technology systems that support statewide benefit and enrollment programs. The role is responsible for ensuring these systems are implemented, operated and maintained efficiently and sustainably, aligning with state, county and federal priorities while advancing the broader mission of California Health and Human Services Agency and OTSI.

Key duties include establishing and enforcing enterprise policies, standards and procedures to strengthen system performance and accountability; leading enterprise planning efforts; and ensuring system initiatives anticipate and respond to evolving legislative, fiscal, programmatic and policy requirements. In addition, the deputy director represents the state in engagements with counties, federal partners, the Legislature, vendors and other stakeholders.
